TDI swap in Wrangler legal?

Hey all,

I've been trying to find the answer to this question for a while and all I've found is bits and pieces. I want to swap a 1.9L TDI engine into an old Jeep but I don't know if it is legal in Virginia. I live in an area of the state

I believe that it is legal in all states except California. You will have to change the ECM and wiring harness, but other than that , I think that it will work and get great mileage. The power is not stunning though. There are a few other modifications
