dynamic balancer for brake rotor

I saw a picture of a jet engine being tested by the air force. There was a large flame that came out of the?

back of it. However when I saw a picture of the jet taking off, I didnt see that large flame. My question is, is there a flame arrester that they put in the exhaust of the plane after they put the engine in?

It looks like a typical afterburner take off. Can you specify if the aircraft in question was a combat aircraft (fighter/bomber) ?
